Position Overview A leading global healthcare company is seeking a Senior Specialist in Market Access and Health Economics to drive market access and coverage strategies across commercialized and pipeline assets. This role works in close partnership with regional leadership and cross-functional teams to design innovative access solutions, particularly for complex therapies requiring non-traditional reimbursement pathways in Japan.
Key Responsibilities

Access Strategy & Risk Management: Lead comprehensive reimbursement roadmaps for pre-launch and commercial-stage products, performing risk analyses and defining mitigation plans.

Regional & Global Alignment: Act as the local strategy lead connecting with Asia-Pacific centers of excellence, ensuring global health economic models and value dossiers are tailored to local market requirements.

Cross-Functional Leadership: Direct cross-departmental alignment across Regulatory, Clinical, Medical Affairs, and Public Policy to ensure evidence generation addresses payer requirements.

External Engagement: Build collaborative relationships with Key Opinion Leaders, clinical associations, and healthcare authorities (e.g., MHLW) to communicate product value and shape evidence expectations.

Dossier & Price Submissions: Oversee the drafting and submission of formal pricing and reimbursement packages—including applications for new pricing categories—and lead associated regulatory Q&A sessions and negotiations.

Non-Standard Access Frameworks: Co-develop novel access frameworks with leadership for first-in-class products operating outside established coverage channels.

Value Communications: Draft evidence-based value narratives and customized presentation tools for internal commercial teams and external decision-makers.

Policy Monitoring: Track health technology assessment (HTA) trends, regulatory updates, and competitive moves to deliver actionable guidance to executive leadership.
Minimum Requirements

Education: Bachelor’s degree in Life Sciences, Pharmacy, Medicine, Health Economics, or a related scientific discipline.

Experience: 5+ years of relevant experience within Market Access, Health Economics & Outcomes Research (HEOR), Regulatory Affairs, Clinical Science, specialized consulting, or government health bodies.

Submission Track Record: Direct experience building or supporting official pricing/dossier submissions to national health authorities.

Collaboration: Proven capability to operate effectively across cross-functional matrix environments and regional/global networks.

Language Skills: Business-level fluency in English (written and verbal).
Preferred Qualifications

Master’s or Doctoral degree (Ph.D., PharmD, or equivalent).

Expertise in HTA methodologies, economic evaluation, and value-based pricing strategies.

Experience collaborating directly with regional (e.g., APAC) or global market access hubs.
