We are supporting a leading research organisation with the appointment of a Home Office Liaison Contact and Named Training and Competency Officer.

This is a key regulatory and compliance position, providing oversight of training, competency and licensing across all research involving animals under the Animals (Scientific Procedures) Act 1986 (ASPA).

The successful candidate will work closely with senior licence holders, facility managers, researchers and the Home Office to ensure the organisation maintains the highest standards of regulatory compliance, animal welfare, training and ethical practice.

The Role

As NTCO, you will provide oversight of training and competency for personnel involved in regulated animal research, ensuring individuals are appropriately trained, supervised and competent before undertaking procedures independently.

As HOLC, you will act as the primary point of contact between the organisation and the Home Office Animals in Science Regulation Unit (ASRU), providing advice and support on licensing and regulatory requirements.

You will also provide secretariat support to the Animal Welfare and Ethical Review Body (AWERB) and contribute to the organisation's wider animal welfare and ethical governance.

Key Responsibilities

• Act as the primary liaison between the establishment and Home Office ASRU.
• Provide expert advice on ASPA and associated legislation
• Advise licence holders and researchers on the application, amendment and renewal of Home Office licences
• Provide guidance on the training, practical experience and supervision required for individuals seeking personal licences
• Coordinate Home Office modular training for prospective licence holders
• Maintain oversight of internal training, competency and supervision programmes.
• Maintain accurate records of training, competency, certification and continuing professional development.
• Work with facility managers to establish appropriate standards for training, supervision, competency and ongoing professional development
• Oversee assessment of licence holders' adherence to approved procedures and processes
• Support and facilitate Project Licence reviews, including retrospective reviews
• Provide specialist advice to the AWERB on education, training and competency matters
• Coordinate ASPA-related licence holder meetings
• Provide general regulatory and licensing advice to staff working under ASPA
• Support Named Individuals and senior licence holders in fulfilling their regulatory responsibilities 

What We're Looking For

We are looking for an experienced animal research professional with strong knowledge of ASPA, Home Office licensing and training/competency requirements.

You should have:

• Significant experience working within a regulated laboratory animal research environment
• Detailed knowledge of ASPA and associated Home Office regulations and guidance
• Experience overseeing training, competency and supervision of personnel working with laboratory animals
• Experience working with Home Office Project and Personal Licence requirements
• Strong understanding of animal welfare, ethical review and regulatory compliance
• Experience supporting or working with an AWERB would be highly advantageous
• The confidence to provide regulatory advice and guidance to scientists, licence holders and facility teams
